2016.2 Proc chance, Archer, Blend, Regrowth, Clanrank fix

Identify now displays a rough estimate of the frequency of autocast weapon spell procs.
Archer mode no longer adds half round delays during combat, which made combat timing somewhat difficult. This is because Archer mode is considered essentially a melee round. No change to regular shooting or other archery skills. Enjoy.
Altered reset rates for chat history and logins history, the speed is now partially based on the number of players online.
Added an alternative method to remort.



Balancing
---------

Blend regen reduction can now be interrupted by damage.
Regrowth is now quite a bit less likely to be interrupted by damage.
Envenom now has a slightly better chance at low skill.



Fixes

Certain types of spawning monsters now have caps to reduce the chances of having too many of them in one room at a time.
Fixed bug callcompanion that prevented the pet from being called already befriended.
Fixed a bug that prevented silence from working in some cases.
Possibly fixed a bug that could cause an error in clan ranks.
Fixed a crash bug related to clan ranks.
