Balancing

Callcompanion now has an overall HP cap of 50k. This making it still the highest HP resummonable pet, but no longer crazy high.
Cower and Duckbehind now have a half round delay every time they are used instead of a full round delay only on success.
Perfect Aim for Precision 100 now increases aim damage to 120%. It stacks with Giff sighting. They're very similar

Fixed a major bug with shoot/fire that prevented firing at targets in other rooms.
Not sure when this bug appeared.
History and Logins should reset again. Weird transfer issue between testmud and the main game.
